Someone perhaps knows, for someone can be news, but yesterday and the day before yesterday in Russia the summit according to open data came to the end. And on its results, and also following the results of a year I understand that it is time to tell about what is created with open data and with other parts of openness of our state.
Besides my experience (and experience already very long) creations of projects on open data very strongly differs from words of officials and politicians which can be heard on such public actions.
I will begin with the summit.
The summit according to open data
Against all other actions for open data in recent years is one from first organized at quite good level. Even on "council for open data" in Yandex in June, 2015 there were many non-core performances, in more detail in a note "The slightly opened data" in the same time all did not deviate from a subject of open data and it is the main and important plus of all event.
In pluses I can write also those parts of the summit in which I participated. It were the round tables devoted to subjects of criminal statistics and a demand of public finances.
If it is short, then it is visible that these data are necessary and demanded. On a round table about a demand of state finance in general was questions about information connected with open data on state procurements much.
In more detail and separately I will write about these round tables, but an essence the general that data will be and that departments — are ready to dialog with consumers.
At me just hands do not reach to tell plus about all taking place actions connected with open data — meetings with developers, meetings of public councils and so on. I surely will write everything, materials are saved and texts are written.

When we speak about open data, it is always important to remember that they are impossible without basic existence of data in general. I as the person who is engaged in data analysis of state data in the field of state finance and all command of our project of Goszatrata we are engaged in the fact that regularly we try to convince departments responsible for state policy of this area in that that open data were available and that it was most convenient to work with them.
In many respects in it the key to success of public projects also is. To find "fuel" in a type of data on which the project can be constructed and find "fuel" in the form of financing which would allow the project will appear and to be supported. For example, Goszatrata's project where we analyze data of state contracts is supported by Committee of Citizens' initiatives (http://komitetgi.ru). And Goszatrata it is one of the KGI few technology non-commercial projects and technology non-commercial projects in Russia in principle.
I want to touch upon several important subjects at once. Also I ask to consider each of these subjects as a question.

Perhaps, many of you know our non-commercial project of Goszatrata on monitoring of all state contracts. We from the very beginning created this project:
with a careful eye to developers;
on convenience of work with data;
on creation of interesting projects on the basis of those data what we collected;
Now we collected millions of contracts and hundreds of thousands of organizations participating in receipt of state funds, however, our pleasure would be incomplete without these data would be used by everyone.
The audience of developers is one of our priorities and therefore, we hold on November 7 a hackathon to one narrow, but important subject devoted only in work with open data - it is the subject "Where There Is Our Money?"
We are Autonomous Non-Commercial Organization of "Infokultur" and a great number of volunteers helping on with work with open data.
And of course, we will be glad if someone takes published by us earlier this, however only you should not be limited to them. And it is possible to take in general absolutely other information and other data.

Yesterday there was small, but important event? The Ministry of Finance of the Russian Federation has uploaded publicly all scans of the budget lists and the budget reference books since 1866.
Here some years as I am engaged in such interesting and narrow subject of open data as open historical data. When you work with data on history very often there is a wish to operate not only the facts, but also bases which behind these facts are suppressed. For example, population censuses, demographic reference books and other any reference books that then happened to tables and digits on the basis of which it is possible to understand.
And these some years I personally went and pestered several ministries and departments trying to inform to them simple thought what to sit as? dogs on data?? it is indecent also all what not under signature stamp it is necessary to digitize and spread at least scans, and then and to turn into databases.
I cannot tell that it occurred successfully. For example, even being the member of public council at Rosstat to me it was not succeeded to convince them to start digitizing the historical reference books. Any conversation was always reduced (and it is reduced now) to that that Rosstat has no money, here absolutely actually is not present and therefore anything will not be scanned by them and do not plan. And it was not succeeded to get access to their archives to me.
There were some more departments and some attempts the most part from which came to an end with round eyes of officials and words that at them that and archives did not remain.
Also there was only one department with which reference books remained. Not simply remained, but nearly 150 years were stored and stored here? it is the Ministry of Finance of the Russian Federation
The first budget list (handwritten not) is stored there already since 1866 and further is available by years for each fiscal year of the Russian Empire and for the most part of years of RSFSR and the USSR.
How it is possible to use this information? Yes simply infinite number of ways!
For a start it is possible to look at historical analogies. To compare the budget of Russia now and 100 years ago, directly in the middle of World War I.
It is possible to look at the prerevolutionary draft budget for 1917.
It was possible to find out what pre-war and post-war budget of the USSR.
It is possible to learn when what taxes created the main money of the state.
And many other things. And, nearly most important.

When we speak about open data, what are published not pro forma, not for some PR actions of the state, and about those which "presents" which concern quality of life of each of us which concern environment — human, infrastructure and household, the speech comes about several major directions of openness of the state.
These are such directions as:
environment state-of-health data: quality of air, soil status, quality of water, results of check of food, the centers of diseases, the contaminating noise and many other things.
data on quality of education (Unified State Examination GPAs on schools), average salaries of university graduates and many other things;
the works of healthcare institutions given about quality. Percent of successful operations on heart, the municipal statistics on types of illness given for the reasons of mortality and many other things
data on activity of law enforcement agencies. It is statistics with detail to division and the depersonalized information on each crime
Their feature such is what in the different countries on miscellaneous is carried out execution of law-enforcement functions. If in Russia or in Great Britain the police is uniform structure of vertical subordination, in the USA there is set of police departments at the level of separate states and certain counties.
If in some countries there are separate departments according to the analysis of criminal statistics, in others it everything is part of functions of police departments and prosecutor's offices.
In the USA quite recently Barack Obama has created special initiative of Police Data Initiative just on improvement of quality of openness of police departments.

Yesterday, on June 15 has passed meeting of council for open data. As I understand for the present nobody has written about that that there occurred, especially not language of press releases, and that that was there upon so it will be made by me.
I will not stop on that that such open data, all is sure that reading it and so know therefore at once I will pass to business and it will be a question about council.
"Council for open data" — this name of the working group at the Government commission on openness in which 35 people (see structure of the working group) and which task is regular meetings about that enter that farther to do with open data.
I, Ivan Begtin, am the vice-chairman of this working group and I participate practically in all its meetings. And only from all entering who writes to it on Habré.

Friends, on June 16 we will organize the next meeting of colleagues from the Ministry of Finance of the Russian Federation publishing open data with developers who already uses or is going to use these data.
There will be interesting reports and opportunity to ask the staff of the Ministry of Finance of the Russian Federation about volume what new open data are published and as it is better to publish those that already publish.

Так сложилось что в последние годы мне лично приходится всё больше и больше сталкиваться с различными государственными текстами, особенно законами и финансовыми документами вроде обоснований к бюджету, а также пытаться их переводить с нечеловеческого канцелярского языка в слова или визуальные схемы которые были бы понятны и мне и тем кому я потом рассказываю о том что это такое.
За всё это время у меня лично сложилось стойкое ощущение того что русский язык разделился на два его подвида ? сухой канцелярский юридический официальный язык и ?язык Интернета?, с ново-образованными словами, жаргонизмами и значительной персонификацией. Вместе с постоянным чувством что ?так дальше жизнь нельзя? всё это привело меня, вначале к поискам правильного названия того как это всё называется, а далее к тому что с этим могут делать люди умеющие программировать.
18 января 2011 года, Президент Обама выпустил новый указ, Executive Order, ?E.O. 1356 ? Improving Regulation and Regulatory Review? (?Улучшение регулирования и рассмотрению вопросов регулирования?). В нем говорится, что "[наша система регулирования] должна обеспечить, чтобы правила были доступны, согласованы, написаны простым языком, и легко понимаемы.".
Написанное простым (понятным) языком ? это отнюдь не расхожий термин и не оборот речи. Это сформулированные за десятилетия подход по переводу официальных текстов, документов, речей политиков, законов и всего что наполнено официальным смыслом, в форму понятную простым смертным.
Понятный язык ? это четкое, краткое написание предназначенное для того чтобы читатель понимал текст, как можно быстрее и как можно полнее. В нем избегаются избыточная подробность, запутанность речи и жаргон.

There was so that here already 4th time, since 2011, we hold competition of the Apps4Russia applications. We? this non-profit partnership? Information culture? created just for the sake of this competition and engaged in promotion of open data, crowdsourcing and openness of the state as that.
In 2011, having seen enough of that as in the world there are one by one competitions for developers such as Code4America, Apps4Berlin, Apps4Finland and many others? I was visited by the notion of compulsion that competition would be ideal ways of advance of which subject of open data I was engaged then I am engaged to this day. With group of not indifferent colleagues we on own means have held the first competition to one nomination, and from the second time have started involving in competition money of sponsors and to come to the increasing scales.
And here, the last 3 years we held competition on open data. This published by the state, business, in the form of big public projects and even ourselves.
And this year, we have decided to change a little? rules of the game? and competition it is focused on clear applications? that is on those applications which will help citizens to make their life more transparent and clear.
Why clearness? Yes because all experience with openness of the state, data and all that is connected with it shows that it is useless if people do not feel in it practical advantage. But practical advantage not of that which state agencies try to create doing mobile applications or web projects independently, and those which developers can make.

In addition to competitions which we hold on the basis of information on contracts? we (Information culture) and I personally (Ivan Begtin) continue to convince the Russian ministries to open new data useful to developers.
In particular, I know that the Ministry of Finance of the Russian Federation is going to take further steps in ensuring own openness and we want to convince colleagues of the Ministry to open the most interesting data for developers.
I know as I consist in council for open data and in public council at Treasury
Therefore, on our own initiative, we conduct this survey to understand that developers want from the Ministry and from Federal Treasury.
