Why and why to write open-source a code?

1 year ago

Under a cat interesting poll

Perhaps, the heading of this article will seem to you not correct," As it is possible to write open-source a code? And what the code such is?" — you ask.

What open-source the code differs from "simply in - a code"? Open-source the project is responsibility for quality of a code, for a covering its tests, for documentation, for timely answers to questions and response to bug contango, for processing of pull-request. Your behavior and thoughts in a time of writing of open-source of a code which will see the world will be others, respectively and the code on an output turns out another.

Open-Source the project lives life — life of community which is formed around the project. Ideas, responses, bug contango, discussion and thanks from other associates influence you and the project directly, and stimulate writing of a code — clear, documentary and covered with tests.

About open data, projects and on their basis and about what happens to open state data in Russia

1 year, 1 month ago

Someone perhaps knows, for someone can be news, but yesterday and the day before yesterday in Russia the summit according to open data came to the end. And on its results, and also following the results of a year I understand that it is time to tell about what is created with open data and with other parts of openness of our state.

Besides my experience (and experience already very long) creations of projects on open data very strongly differs from words of officials and politicians which can be heard on such public actions.

I will begin with the summit.

The summit according to open data

Against all other actions for open data in recent years is one from first organized at quite good level. Even on "council for open data" in Yandex in June, 2015 there were many non-core performances, in more detail in a note "The slightly opened data" in the same time all did not deviate from a subject of open data and it is the main and important plus of all event.

In pluses I can write also those parts of the summit in which I participated. It were the round tables devoted to subjects of criminal statistics and a demand of public finances.

If it is short, then it is visible that these data are necessary and demanded. On a round table about a demand of state finance in general was questions about information connected with open data on state procurements much.

In more detail and separately I will write about these round tables, but an essence the general that data will be and that departments — are ready to dialog with consumers.

At me just hands do not reach to tell plus about all taking place actions connected with open data — meetings with developers, meetings of public councils and so on. I surely will write everything, materials are saved and texts are written.

And now about what at us happens to open data.

Circles at the Moscow schools. What how many stand whether influence results of USE

1 year, 1 month ago
Within studied results of USE, SFE and the Olympic Games, then looked for where school students arrive and where work. Now poissleduy circles at schools.

In general, circles can tell a lot of things about school. A large number of sports sections, probably, speaks about existence of good halls and the equipment. The prices of circles, perhaps, speak about a kommertsializirovannost of school in general. Besides it was interesting to look whether the number of paid services influences success of school. Whether help to try to obtain a mug of the best rezult at examinations and the Olympic Games.

On there is a section where it is possible to write the child in section. In night all this section was extorted and we on hands had information about 80 000 Moscow circles.

Find the corrupt official. Data analysis of officials from projects of Clerical one hundred (with examples on R)

1 year, 1 month ago
How to define officials, the most suspicious from the point of view of corruption? Simplest — having compared their income and standard of living.

I want to show possibilities of the websites with open information on officials in this article, to look at how these officials live and to try to define those who are most suspicious from the point of view of corruption.

Why open information on the income of officials is important? Because it allows to control them.

Photo from an Instagram of the daughter of the former head of GAI of Ukraine Alexander Yershov. On a photo the daughter of Yershov in Cannes near Paris Hilton. As a result of scandal because of mismatch of the declared income and a way of life of a family Yershov resigned.

The calculated knowledge of anatomy in Wolfram Language

1 year, 1 month ago

Transfer of a post of Keiko Hirayama "Dissecting the New Anatomy Content in the Wolfram Language".

The code given in article can be downloaded here.

I express huge gratitude to Kirill Guzenko of KirillGuzenko for the help in transfer and preparation of the publication

The body of the person is a studying subject from the very beginning of human history. The modern scientific directions in anatomy and physiology come from symbiosis of the art and anatomy which arose during a Renaissance era. At the beginning of the 16th century Leonardo da Vinci submitted to one of the first rather detailed and exact sketches of a human body and its structures. In 1543 Vezaly published the well-known textbook De Humani Corporis Fabrica (About a structure of a human body) with beautiful illustrations of it.

Having modern technologies at our disposal, we can submit data on physiology and anatomy in a computable format. By means of Wolfram|Alpha we created for all an opportunity to easily study how separate anatomical structures are connected with each other in a human body, and also to investigate both the whole systems of bodies, and their microscopic components.

Research of results of USE, SFE and the Olympic Games for the Moscow schools. From what schools to what HIGHER EDUCATION INSTITUTIONS come

1 year, 2 months ago
A month ago I wrote about our participation in a hackathon according to open data.

After a hackathon we were not satisfied with what has already been achieved as it usually happens, and continued work. We on hands had data to which, probably, only the staff of the Ministry of Education had access earlier: results of SFE and a victory at the Olympic Games for 2014-2015 for 90% of the Moscow schools. For 55% of schools it was succeeded to collect data on USE for 2015. Pumped over all accounts of the Moscow school students in Contact, looked what HIGHER EDUCATION INSTITUTIONS they specify at themselves in profiles after the termination.

Naturally, it was interesting to study such datast. At first trivial things about which people from education, probably, well know:
  • Points on USE in humanitarian objects are higher, than on technical. History — an exception;
  • Natural-science disciplines in the middle.

About projects on open data, search of financing of public projects and on open data on state finance

1 year, 2 months ago
When we speak about open data, it is always important to remember that they are impossible without basic existence of data in general. I as the person who is engaged in data analysis of state data in the field of state finance and all command of our project of Goszatrata we are engaged in the fact that regularly we try to convince departments responsible for state policy of this area in that that open data were available and that it was most convenient to work with them.

In many respects in it the key to success of public projects also is. To find "fuel" in a type of data on which the project can be constructed and find "fuel" in the form of financing which would allow the project will appear and to be supported. For example, Goszatrata's project where we analyze data of state contracts is supported by Committee of Citizens' initiatives ( And Goszatrata it is one of the KGI few technology non-commercial projects and technology non-commercial projects in Russia in principle.

I want to touch upon several important subjects at once. Also I ask to consider each of these subjects as a question.

Non-state projects the creating open data

On November 7 in Moscow, the Hackathon: "Where there is our money? Civil technologies of the analysis of state expenses and state income."

1 year, 2 months ago
Perhaps, many of you know our non-commercial project of Goszatrata on monitoring of all state contracts. We from the very beginning created this project:
  • with a careful eye to developers;
  • on convenience of work with data;
  • on creation of interesting projects on the basis of those data what we collected;

Now we collected millions of contracts and hundreds of thousands of organizations participating in receipt of state funds, however, our pleasure would be incomplete without these data would be used by everyone.

The audience of developers is one of our priorities and therefore, we hold on November 7 a hackathon to one narrow, but important subject devoted only in work with open data - it is the subject "Where There Is Our Money?"

We are Autonomous Non-Commercial Organization of "Infokultur" and a great number of volunteers helping on with work with open data.

And of course, we will be glad if someone takes published by us earlier this, however only you should not be limited to them. And it is possible to take in general absolutely other information and other data.

How to take part and learn more?
